　　 Lying in the southwest of Shandong Province, Jining borders Mount Tai on its north, Yellow River on the west, Yimeng area on the east and faces Yangtze River to the south. It is an important passage linking East and North China, coastal and central plain area. It is the world famous Hometown of Confucius and Heartland of the Rites. 　　 Jining's position is geographically advantageous with easy traffic, being on the borders of 4 provinces including Shandong, Jiangsu, Henan and Anhui, Jining is the important link between Eastern and Northern China. 　　 In the new century, Jining has entered a new stage of opening and reform and launched a new modernization drive. The provincial Party Committee and government has, in its 10th five-year plan, listed Jining as one of the three regional economic centers together with Jinan and Qingdao and one of the 4 extra-large cities for massive construction. Rural Economy

　　Planting Industry: In 2003, the overall grain output of Jining is 3,236,200 tons decreasing by 11.3% comprising 1,628,000 tons of grain in summer increasing by 2%, 1,608,200 tons of grain in autumn decreasing by 18.9%, 103,300 tons of cotton increasing by 43.5%, 261,200 tons of oilseed increasing by 25.7%, 8,195,100 tons of vegetables increasing by 12.7%. Sown area for grain of this year decreases 12,200 hectares than in last year, however, the sown area for economic crops increases 4,800 hectares than in last year. The number of winter-warm plastic shed amounts to 74,000 increasing 3,000 than those in last year. The added value of planting industry takes 58.2% in the overall agricultural industry.
　　 Forestry: The overall new afforestation area reaches 19,600 hectares increasing 12,000 hectares than in last year by the end of 2003. The actual forestry area of Jining is 12670 hectares, comprising 400,000 mu shelter-forest, 400,000 mu forest used as timber, 800,000 mu economic forest, 50,000 mu nursery stocks, 6000,000 forest-surrounding farm field and a high standard green passage with a distance of 1450 km. And forest-covering rate of Jining amounts to 18.83%. Forestry product takes 2.1% of agricultural value-added.
　　 Animal Husbandry: In 2003, the total output of meat amounts to 677,400 tons increasing by 7.2% than in last year. The total output of milk reaches 46,500 tons with an increase of 48.4%. The total output of birds and eggs increases by 15% to 482,400 tons. Animal husbandry product takes 6.6% of agricultural value-added.
Fishery: Jining has an overall aquaculture area of 262,000 hectares in 2002 decreasing by 40.1% than in last year with 170,000 tons of aquatic product with a decrease of 26.5%. Fishery product takes 6.6% of agricultural value-added.
　　 Mechanization of Agriculture: Overall mechanical power for agriculture of Jining is 5742,000 kw increasing by 6.2% than in last year with 78,000 agricultural tractors increasing by 7.7%, 7,000 agricultural trucks decreasing by 2.7%, 11,000 combine harvesters increasing by 9.8%. Annual mechanically cultivated area gets to 477,000 hectares with 281,000 hectares of wheat mechanically-sown area and 29,300 hectares of wheat mechanically-harvesting. Irrigation area accounts for 79.4% of total cultivated area with 444,200 hectares. Irrigation wells accumulate to 133,000, 114,000 of which are auxiliary wells with an auxiliary rate of 85.6%.
　　 Communication: The volume of switchboard of Jining is 152,400, the volume of switchboard for mobile phone is 1088,000 and electrical circuit for long distance phone is 178,000 respectively, increasing by 2.1%, 28% and 0.6% respectively. Annual revenue from post and communication business is RMB 1.55 billion yuan with an increase of 14.1% than in last year. Jining has 1,207,000 fixed phones with an increase of 182,000 and 594,000 mobile phones with an increase of 193,000. We can communicate with people from over 200 countries and regions by phone.
　　 Mineral Resources: So far the coal-covering area of Jining is 3740 km accounting for 34% of total area of the city. It has more than 10 mining enterprises such as Yanzhou Mining Industry Group, Zibo Mining Bureau, Zaozhuang Mining Bureau, Linyi Mining Bureau, and Feicheng Mining Bureau with 42X2 mines including 27X2 producing mines and 15X2 building mines. The number of various mining enterprises reaches 519 with annual output of 68,026,200 tons raw coal, the production value of which amounts to RMB 12.8 billion yuan.

　　Foreign Trade and Economic Cooperation: Jining has got an import and export value of 1.006 billion USD increasing by 58.7% than in last year with an export value of 532.91 million USD increasing by 50% and an import value of 473.13 million USD increasing by 70.6%. Accumulated surplus of trade reaches 59.78 million USD with a decrease of 24.56% than in last year.

　　The Structure of Export Products: Agricultural export value is of 122.66 million USD accounting for 34.5% of total export value. Exported industrial manufactured products value reaches 233.91 million USD taking 65.5% of total export value with an export value of 34.84 million USD of mechanical and electrical products accounting for 9.8%, 113.16 million USD of light industrial and textile products accounting for 31.7%, 31.24 million USD of pharmaceutical products accounting for 8.8% and 28.31 million USD of industrial and mining products.
　　 Export Marketing Structure: Export products of Jining sell well to 143 countries and regions across the world with an apparent increase to Southeast Asia, Middle East, Africa and Hongkong of 273.9%, 93.2%, 89% and 84.6% respectively. However, export to EU, former Soviet Unions countries, east Europe countries and the U.S.A, increase less, amounting to 12.7%, 22.7%, 29.4% respectively. While, the export to our main trade partners like Japan and South Korea decrease to 14.1% and 5.1% respectively comparing to the same period last year.
　　 Investment Promotion: In 2002, 57 joint ventures have been approved with 88.40 million USD poured into the city, increasing 3.1%. So far 977 joint ventures have been approved with an actual foreign contribution of . 3 contracts of labor service have been signed with contractual amount of USD3.14 million. 406 workers are serving overseas, increasing 36.6% than last year. 4 overseas investment projects have been rectified with a total investment of USD510,000. One contract related to overseas engineering has been inked with contractual amount of USD215.82 million.

City Construction and Environmental Protection

　　 Urbanization Development: Now, the urban construction area of overall city amounts to 132 km with 96 towns, a population of 2.86, an urbanization proportion of 38%. The construction area of Jining Central District is 44.53 kms with a 43% urbanization rate.
　　 Urbanization Developing Goal: Jining will be the central city of southwest part of Shandong with a 150 km construction area and a 1.5 million population, which is composed by Yanzhou, Qufu and zoucheng. The population of Qufu, Yanzhou and Zoucheng reach 300,000 respectively, and other seven counties from 100,000 to 200,000. The population of 22 central towns amount to 50,000 respectively, however others to 30,000 respectively. All the population in towns reaches 5 million, with urbanization rate of 50%.

Jining High &New Tech Development Zone：
　　 Jining High & New Tech Industries Development Zone was established in 1991 and was approved as a provincial-level one. The planning area is 56 km with 2 administrative districts, 33 villages with a total population of 42700. There are 1017 all kinds of enterprises comprising 12 enterprises with annual sales revenue over RMB 0.1 billion yuan, 46 companies with annual sales revenue of over RMB 10 million yuan, 37 high-tech enterprises and 345 private-owned enterprises. Till now, The Torch Industrial Park, University Industrial Park, Mechanical and Electrical Industrial Park, Foreign Investors' Park, first term of Fareast Industrial Park, Tongji Technology Park, Ruyi Industrial Park and Cathy Lineng Biological and Technological Park have been set up. Some industrial parks are being constructed such as Shantui International Business Park, Garments Auxiliary Park, Huarun Car Trade Park and Fengtai Industrial Park. Some parks are being planned such as Taiwan Yucheng Industrial Park, Sino-Russia Industrial park, Sino-Phillipines Sino-Indonesia Industrial park, Industrial park and Liuhang Enterprises Park. The Business Promotion Center of Jining High &New Tech Industries Development Zone was approved as National Business Promotion Service by National Technology Ministry in Dec., 1999. Jining High & New Tech Industries Development Zone was authorized to establish Biological and Technological Industry Base under National Torch Plan by National Technology Ministry on Sep.27, 2002. On Dec.13 of 2002, It also passed the ISO14001 system of the National Environment Regulatory Commission. Further Development will be focused on: International economic terrace, head of high and new industrialization, system creation example and beautiful urban district. In 2002, the total revenue from technology, industry and trade is RMB 12.463 billion yuan. The industrial product value amounts to RMB 8.4 billion yuan increasing 75%. The tax from profit is RMB1.467 billion yuan increasing 63%, the total financial revenue is RMB0.507 billion yuan increasing 58%, the local financial revenue is RMB0.31 billion yuan increasing 72%, earnings from the export is RMB0.126 billion yuan increasing 215%, 106 investment projects enter the zone with a total investment of RMB 7.5 billion yuan, fixed assets investment of RMB 1.8 billion yuan, actual foreign contribution of RMB 45.11 million yuan. 　　 Education: There are 6 colleges of full-time study in Jining with 36,000 students, 2 adult high schools with 31,000 students, 10 of various secondary specialized schools with 22,000 students, 71 senior schools with 139,000 students, 61 vocational schools with 46,000 students, 384 junior schools with 580,000 students, 1812 elementary schools with 638,000 students. Elementary school students entrance rate is 100%, junior school students entrance rate is 53% and children admissions proportion reaches 99.6%.
